Bug: Promo / Skip Waiting for Stats

My client has been all messed up for the past few hours, but it seemed trivial and I never report these things because they end up disappearing. In the last games I have had to skip waiting for stats every time a game ends, because it never gets to loading the game stats. I was at 97 LP, then won and went to 100LP, meaning I should have been in promos. I won the next two games (I am in Silver IV) and am still in Silver IV. Does this mean that if you do not load stats, you do not progress through your series? Because that is ridiculous. According to op.gg (although I know these third party sites are not always correct) I am still at 100LP, in my series, with no games of the series played.
