Annie's broken R?

Forgive me if I'm bein utterly noobalicious here, but I've got an issue. i've just started playing Annie, ant it seems that whenever I pop her ult, it's unusable for the rest of the game! Is something screwy going on with the client or am I doing something wrong?

Are you unable to use the ult like cast it?

I have about half a million mastery points on Annie, and have never had that glitch, not even once.
