Brand passive and Spell Thieves Edge don't work anymore

I just wanted clarification or if this is an actual bug. Brands passive used to proc the passive on spell thieves edge but now since the new patch it doesn't anymore. Is this intended or is this a bug. Im putting it in the bug forum because there is nothing to clarify that it wouldn't work anymore.
