blue buff saying you can get up to 50% cdr while you can't as you can see i have 50% from build + 10% from blue buff and I'm still at 40%

recreate: get blue buff and build 40% cdr

100% to get this

Does this appear in actual games, or just practice tool? That's the tooltip for nexus blitz's super blue buff

I don't know if posting bumps a report back to the top or not, but this is still an issue. Can't get above 40% with blue buff. The tool-tip is still incorrect. I thought it was a bugged interaction with runes, but after some testing that doesn't seem to be the case.
