New Client: Slow updates

Been liking the new client, but after the old one was retired (pre-maturely) in my opinion as I am now getting extremely slow update downloads (currently 116 Kbps). That's right folks; that's twice the speed of a modem invented in 1993 spitting out 56 Kbps. My internet connection is hardwired and currently running a download rate of 145 Mbps (~145,000 Kbps) but the new client is capping me at 116 Kbps . Peer to peer is (theoretically) defaulted to enabled but I have no way of verifying that. I have completely uninstalled and reinstalled the game, the vast majority of the patches were able to download at a reasonable ~14,000 Kbps but then the patching slowed down, failed completely , re initialized and hit a brick wall. More than 90% of the entire game downloaded in less than 7 minutes, last 10% will take 1200 minutes.
