[Client?] League not opening

I was having issues with LoL where I would double click the shortcut on my Desktop, the title would appear on the center of my screen, flash twice, and cut out. My task manager doesn't show LoL at all. I tried a new download to no avail; same issue. I run windows 8.1 on an acer aspire.

I noticed after trying to download that the yellow bar beneath the LoL logo is reaching about 25%, jumping to 50%, and finishing. Not sure if this helps, but I think the download is not finishing completely.
