HEEEELLPPP

I was in the middle of a game when the "Utility bar" (with minimize, full-screen and exit buttons at the top right) Showed up on my in-game engine. When this happened I could not pan the camera down without locking the camera on my champion. I uninstalled the game completely from my computer and re-installed it. However I am still having this problem. What do I do?
