[Gameplay] Xerath - While lagging, repeatedly pressing Q caused Q to completely stop working

Hi, I was playing a game as Xerath and was lagging, while lagging kept clicking Q to fire Arcanopulse, and at some point Q stopped responding to any clicks, and the ability was no longer castable. Other abilities still worked fine.

Leveling up Arcanopulse didn't fix the problem. At some point I tried pressing Alt-Q, and that got the ability to go back to working, and I was happy again.

Anyways, step by step reproduction:

1. Start a game as Xerath
2. Have horrible lags
3. Try repeatedly pressing Q to cast Arcanopulse Result: At some point Arcanopulse stops working

Only reproduced once. (Didn't actively try reproducing it)
