Conqueror on Sylas doesn't work as intended

Whenever you use an ability on Sylas and you hit a champion with that ability the Conqueror Stacks that would usually appear when you hit the champion with the ability never appear, and only the passive auto attacks apply for Conqueror. So when you would usually proc Conqueror, it appears as either two stacks or four depending on how many auto attacks you get in.

This literally kills the point of taking Conqueror on Sylas and makes it next to impossible to proc it in trades making it POINTLESS to take on him now because you simply can't use the rune.

I believe this bug takes place levels 1 - 14 but I could be wrong on that. **And this bug only occured in normal games from my testing but Conqueror works as intended in practice tool?. ** 9.14 is quite a buggy patch.

EDIT: Conqueror does work sometimes, however most of the time it doesn't.
