Custom Game Creation Issues

I have been trying to create a custom game to practice csing with new champions I have bought, however after entering the menu to add bots/start game (pre character selection lobby) it will not start. I get the noise that I have clicked the start game button but it does not start the game after clicking start game. I have tried restarting my client and computer. Nothing has worked so far. Thanks.
