[GAMEPLAY] Max level at 16-17? Screen shot included!

So I was playing a game as GP adc -- while I'm not sure if this mattered, with Kleptomancy -- and found out that I couldn't level up any more at 17. All of my skills were maxed before 18! Is this signs of Gangplank being an almighty god, or is this a bug?

with kleptomancy you can get an elixir of skill which gives you a skill point
