I was previously playing a game against Veigar, when I noticed at max stacks of the Tenacity rune I was getting stunned for the full duration. After the game I watched the replay and sure enough I was getting stunned for the full duration. At 30% tenacity it wasn't removing any of the stuns longevity.
VoraciousX14 votesWow, so we've had a rune this entire time not actually doing it's purpose, basically removing a rune from ourselves when we pick it? That's kind of disappointing, especially when I use it on alternate builds that don't really have a huge use for the other runes.

Tenacity does reduce stun duration.

Tenacity reduces the duration of all CC except Suppression, Stasis, and Displacements. It does affect Stuns.

And, I might be imagining it but, it seems to also nullify your tenacity altogether as well?
Because I remember having merc treads and this, and I was being stunned for far longer than I would expect with a merc treads alone.
