Azir cooldowns

i don't know if I'm the only one having troubles with this issue, but every now and then as Azir I would use one of my abilities and it always saying that its off cooldown. It is really bugging me cause when i try to chase someone down i think its off cooldown but it never is . Plz look into this riot
