loading screen error

when i get to the loading screen after champion select the game crashes "the program can't start because d3dx9_39.dll is missing from your computer" pls help me fix this . i tried running it as adminstrator and updated my directx downloaded directx 9 iam runing directx 12 i even download microsoft c++ 2015 redistributable again uninstalled and reinstalled the game
