[Client] Computer Struggles to Load Up the Game

For the past couple of months, every time I would boot up my comp and load into my first League game, it would take a long time for the loading screen to pop up. If I would be on discord with my friends, their voices would be very jittery and I could barely hear them until the loading screen pops up. I would check all of my comp's vitals whenever this would happen and my cpu usage would shoot up to 100% until the loading screen pops up, then it goes back down. This has never happened before until about a few months ago. But this only happens on the first game. Its fine after this. I'm not sure what's causing this issue. Is there something I should do? Maybe reinstall the game?

My comp specs: Nvidia GTX 1070 Intel i5 6600K 3.5GHz 16GB DDR4 RAM

Sound like a HDD issue... Crystal Mark is a good diagnostic tool for that.

Also is league installed via HDD or SSD both require specific maintenance to run properly.

Reasoning for suspecting a HD issue: Windows is caching files so subsequent loads are smoother yet your first load on a fresh PC bootup is slow as the HD is having to pull all the data and move it to RAM.... When your HD is not performing up to speed this can cause severe bottlenecks in performance.
