Ap runes not working 6.18 patch

EUNE 2016.09.08 after 6.18 patch

I played two match as with spellvamp+ap/lvl blue runes+magic pen ect...

But when i arrived to my lane i saw my ap only 4 (from mastery and started with dorans shield) i touhgt maybe visual bug but my Q damage lower than usually, not problem,just a single bug,buy items and it will be good changed my rune table from 2 to 4th. with same runes,play again with ,still same problem

every other rune works, only the blue ap/lvl runes not

Not tried with other champs yet
