When in game while playing Kled 
his hit points doesn't regenerate when it is low: when using hp
or when attacking (via lifesteal mastery).
It's whatever is the hp you have.
Were you off skaarl?
If you were on him, was his hp max?
off: I just noticed his gameinfo page, the one that usually has a bunch of champs for friends and another bunch for enemies, well for kled the only friend is skaarl, the enemy side listing all the other champs haha
on: as lastshadow pointed out, kled's hp is not wysiwig. kled's total hp bar is half his, half skaarl's. when kled is off skaarl, his health will fill half of the hp bar even when at max hp. you can watch a champ spotlight vid for a better understanding of this
