This is intended. You can get more than 6 stacks, however once you reach 6 stacks you can no longer get stacks from jungle camps, only from champions.
Definitely not a bug, you are supposed to get 6 stacks by early-mid game anyway because Wolf marks monsters for you to stack from.
If you don't pass 6 stacks during the course of the game, you're doing it wrong.
