[GAMEPLAY] ARAM 12 minute normal surrender not working

5 votes to surrender are required at 12 minutes instead of 4 votes like it should be.

"On Howling Abyss, surrenders cannot be called before the 15 minute mark."

There was never any 12 minute surrender in any mode.
