Unable to Purchase from Splash Art Screen

Today (10/13, 12:15 AM Newfoundland Time), I found that I was unable to purchase any champions or skins from the splash art pages.

I am not sure if this was an intentional change, or I am experiencing a bug. Whenever I'm looking at a champion from their splash art page, I cannot choose to buy the champion or skin that I am viewing. I can elucidate more if necessary, but that seems pretty self-explanatory to me. Any information would be helpful, since I do enjoy making the last minute skin-purchases, when the urge strikes me, before a game starts. If this feature is just no longer available, I don't mind, I just wanna know what to expect.
