League loading screen wont work

Every time I play a game your league of legends icon stays there with black screen behind it telling me I can connect

I check my ping and my internet with internet speed tester and my ping is usually like 13 and mbps is like 130 why cant I go in

and as a side note I keep getting leave busters for this so even if I think I have a solution and I try to get into a game I will get a leave buster FUCKING HELP ME RIOT~~~~
