[GAMEPLAY] Ekko Q doesn't proc passive

Basically, the Q will not proc passive when returning while you're dead. Sometimes, it will not do the returning damage of the Q either, and it happens on minions and champions.

1. Make sure target has 1 passive ring.
2. Throw Q right before dying.
3. Q will return and not proc the second passive RING applied when the Q first hit. Sometimes damage will not apply when returning either.

As far as I know this happens frequently, and randomly.
