Screen with play button doesn't appear

I just started playing lol again for the first time in like a year, and it was ok at first, but then the screen with play never popped up after a few games. No black box, nothing. Just the logo and then then the page with the play button never comes up(I have left my laptop on to load but it never does). I am currently running a Toshiba in Windows 8(the bane of lol existence), and would like to receive help. so I can finnaly get into ranked. This might just be that my installer isn't working properly, it downloads lol WAY to fast. Also I'm not sure that the installer removes all lol content, and that may be the cause but so far I've never found anything besides past installers that my installer didn't delete. Plz help.

I have spent 20 hours trying to fix this and at this point I have had it. I just want to finnaly get into a ranked team with my friend who started this game with me last year (although I have only played December of last year and September and November of this year-Why I'm only lvl29)

Plz help anyone I can't play this game and its frustrating. Riot needs to find ways to actually have the launcher compatible for ALL users. I don't think at this moment that I will live to see the day though...
