Logging into chat services permanently
I can't play on my laptop because I can't use chat to say what position I want. I believe this is a client issue.

Have you tried to repair league? On the client where it has the button launch, click the question mark near the top right of the screen and then click repair. It may take a long to for it to actually do the full repair but it is worth the wait if your problem gets fixed. If it is not fixed then you should contact riot games. Just click on the support tab on the bar on top and it will take you to a website. Click submit a request and from there, you'll know what to do.
