In-Game Client Bug?

My Smart Ping wheel is broken. The selection bar spans the whole map instead of the wheel, and selects backwards. i.e. trying to select 'caution' ping selects 'on my way' ping. Additionally, my keyboard in game is not working. I cannot bring up chat by pressing 'enter' or chat at all, either on /all or my own team. Keyboard shortcuts do not work. I can open the store with my mouse at base, but cannot use my keyboard to search the store. My abilities (qwer) still work, however. Outside of game, in client, my chat still works. I created a new account to test, and have the same bugs on the new account, in bot games and custom games. I have also deleted the 'config' folder and re-run the client, and have the same issues. I have done a complete uninstall and reinstall, and have the same issues, on my actual account and the new test account I created.
