Being unable to control champion for small period of time?

So ever since halfway through last patch until now, I've been getting this problem where i completely lose control on my champ. This isn't issues with frames, input lag, or being tabbed out. I maintain like 150 FPS and a constant 40 ping during almost every game. So i'm not entirely sure what the issue is. I can still see everything going on in live time, I just can't move or use abilities, if i was auto attacking something, I continue. Haven't had it cost me a game or anything yet but i really don't want to encounter it in ranked so I've delayed playing it. Anyone know a cause for this? Or a solution? I may try re installing it.

As a side note, I plan on sending in a ticket later today, but figured before I did, I could get some feedback if this is an issue for anyone else.
