Zoey Sleepy Trouble Bubble being cleansed instantly on people with no Cleanse/Qss

Spent an ARAM where our team's Zoey was landing sleepy trouble bubble on people with no cleanse items/summoner spells/Qss abilities who would then instantly cleanse out of the cc as soon as the bubble landed. The damage was applied, but the cc did not happen.
