Summoners Insight is broken

Hey I am selected Summoners insigth 3/3 and when I enter game as fiddlesticks I have 0 CDR.... Sorcery works just fine but for some reason summoners insight is not working. This is super annoying.

Summoner's Insight doesn't give your 4 abilities cooldown reduction, it gives your summoner spells cooldown reduction, so it's not going to count towards your 40% CDR in your champion stats.
