Bug with kleptomancy (Elixir of skill)

If you use a elixir of skill from kleptomany, once reaching level 18 a grayed out level up option comes up with no way to remove it. (as of my knowledge)

I had a game where that happened at level 15 for me. I finnished all my skills at 16 cause I couldnt get ult till then.
This bug has existed with the Elixir for a year, but they kinda ignored it when Frostfang+upgrades stopped giving it as the reward. It's certainly annoying to deal with.
