GamePlay : Tahm Kench hitting Devour without stacking his Debuff

Just played a game against a Tahm Kench who was playing jungle and instantly using his Devour skill on everyone on the team without hitting all of his debuff stacks. If this is a legitimate bug, its impossible to teamfight a guy who has 2X health at every level and can just swallow everyone all the time.
