Unsealed Spellbook bug? [Gameplay]
When you use Unsealed Spellbook in the current patch, clarity 
is one of the options available to switch into and use in all maps even though Clarity is normally unavailable on Summoner's Rift. Is this normal?

Yes, as explained in the patch notes with the Unsealed Spellbook update, you will be able to get spells that have been removed. They may add some of the other ones (Surge) and even make new ones that are only accessible through Unsealed Spellbook
