[Gameplay] Abilities do not working

When the game starts I sometimes can't use my keys that are bound to abilities, items, and summoner spells. If I press enter it will allow me to type in game. The way that I have to fix this problem is by exiting the game then restarting the client. This some time take two tries to work and by this time the game is already 4-5 minutes in.

Like I said before it sometimes happens and sometimes it does not. I believe it might occur when tabbing in and out during the loading screen or when in another window at the end of Champion select.

It happens a lot and I need to check every game so I can try and fix it before the game goes on too long.
