Low-Priority Queue Timer Bug

Earlier today, a friend of mine wanted to play League again. This friend for some reason left games and due to this, has the low-priority queue penalty. No big deal. The two of us waited it out. 20 minutes passed and nothing changed. We left queue to let someone else join our group and entered queue again.

Same wait. Alright, no problemo. We wait some more. The timer froze at 26:45 and didn't go any further than that. When we requeued, there was still a wait and the timer always stayed in the red. Has anyone else seen this? I've filed a report-a-bug, but I find it strange no one else has said anything about it.
