Player removing himself from my block list?

So some toxic player in one of my recent games decided he wanted to continue harassing me, so every day for the last 2 weeks he attempts to add me as a friend- which I deny or ignore. I got tired of it so I put him on my block list, but then the next day I find his friend request popping up again and he is no longer on my block list. What gives?
