Unstable FPS

I've been experiencing unstable fps (it fluctuates from 120 to as low as 23). I've tried capping it and I've updated all my drivers. I just recently built my computer and it was working fine before patch 5.11. Anyone know how I can fix this? Thanks a lot community!

Hi Only Swag , mayby your probleme is fixed , if not mayby with this you could find something to fix it..
