Game running in slow motion

In the middle of a ranked match my game started running in slow motion. My fps and ping were perfect all the character models moved in slow motion and then skip the distance of 2-3 flashes. I tried restarting my client and then restarting my internet and computer. Not fun to lose a game over not being able to play.
