HOW TO FIX CHAT SCALE ON YOUR 4K Monitor!!!!
This is what I did, after scouring old message boards I realized that at some point RIOT made the game configs stored in the cloud to be downloaded before each game session and only updated when you make a local change. And while it is in the cloud, it still reads the file locally to load up on each game instance.
On this concept is how this fix is born: SET YOUR FILE TO READ ONLY! this way RIOT can't Fully Undermine Chatscale uhm-K UP YOUR CONFIGURATION FILE!
God dammed spaghetti code.
Steps:

Go to: C:\Riot Games\League of Legends\Config
Open the file PersistedSettings.json press CTRL + F Search for CHATSCALE Edit the number to 500 (or whatever) Save the file Right click on the file and select PROPERTIES Make the file READ ONLY!

Enjoy the game in GLORIOUS 4k while still being able to read all the flaming tilted text of your victims. Enjoy!!!
