[CLIENT] Champ Select Chat Doesn't Autoscroll

Whenever I load into champ select, the chat doesn't autoscroll, it's frustrating as heck, and has so far happened in normals and ranked alike.

This is happening to me as well. I'm surprised this isn't a bigger issue. I've noticed that I frequently miss important chat messages because of this.
