Launcher patch?

So is the launcher supposed to be scanning all ten billion files when there isnt a patch? I was on the loading screen for a match when it crashed, so i restarted the client to see i had to patch all the files from part 2 of the launcher patcher

I finished patching the game yesterday, and now I have to patch it ONCE AGAIN from part 1.
