[GAMEPLAY] A bug with Rumble's ultimate

Whenever Rumble uses his BASIC abilities (Q,W,E), he gains 20 heat and loses 10 heat per second after 4 seconds. In other words, after the last basic ability used, Rumble has 4 seconds of waiting time before his heat starts to drop. I noticed today that after using his ULTIMATE (R), this 4 seconds timer resets, and the heat does not drop until 4 seconds after his ultimate has been used. Because I understand that this timer is supposed to apply to only his BASIC abilities, I do believe this was unintentional. I don't know when this started happening, but I believe it to have happened after his ultimate nerf in 5.17 (or maybe this recent 5.18 patch). This might seem trivial to some, but it does affect certain combo all-ins with Rumble (which takes careful usage of his heat) and I believe it deserves to be fixed. This bug had 100% reproduction rate for me.

How to test: Get to level 6; after using a basic ability, wait about 3 seconds. Use your ultimate. See that your heat does not drop for another 4 seconds. EDIT: Or, use ultimate while heat is dropping.
