Mouse Cursor, Chat, and Ping bug

There's a bug that's been constantly on and off every now and then that pretty much causes the game to be unplayable. When loading into the game, the regular windows cursor appears and when in-game, you can't type at all, whether it's in shop or chat. Also, if you try to open the ping wheel, it reads the mouse as somewhere waay off the screen, and to get to the ping you want, you have to drag it for an unreasonable amount of time and usually ends up pointless. Reconnecting doesn't fix it very often and I usually just end up getting flamed for being useless. In the middle of a fight, since my cursor is the default windows cursor (White triangle thingy), I'll sometimes randomly lose track of it since it blends in sometimes and it just screws me over. It's impossible to justify yourself when you can't even time. PLEASE, if you have a solution to this, please help!
