[Client] Language filter always on for people with certain summoner names

When you have a summoner name like mine, with latin characters from UTF-8 not just ASCII, you cannot disable the language filter ingame even if it shows that you did. The language filter disables only for the client but not ingame. This existed since forever and have not been fixed.

The issue may be related to when the option files get named. If you look at "RADS\projects\lol_air_client\releases\x.x.x.xxx\deploy\preferences" of someone with such characters, you may see strange characters on the names of files, probably made since I don't have my summoner's name characters on my keyboard layout but I have those appearing in the screenshot.
