Clicks Register In Game, But Don't Move Champiom

Alright so basically for the past 2 years I have been playing league of legends casually so this issue I am about to tell you about was annoying but not a deal breaker. Well, I have recently been taking league very seriously and trying to climb ranked very hard. This issue is causing me to die frequently or not get kills or objectives which is ultimately losing me games.

Alright so now to the issue. I have a good computer I run league on all of the highest settings at 60 fps without spikes at all. I also have no more than 30 ping EVER. I mean EVER. So I have never even really lagged in league of legends besides this issue. What happens is in game I will be clicking all over in many directions to be dodging skills shots and what not or simply walking to lane etc and my mouse clicks will show up immediately on the ground around my champion so I know that the clicks are registering, BUT my champion won't move at all. The immobility can last from half a second to as long as 3 or 4 seconds and some times it happens often in games sometimes I don't get it for a few games or even a day. But the bottom line is I am frustrated and will not stop until I have found a solution to this issue. I have already tried repatching my league client like it says to do when keys aren't registering but I have yet to uninstall and reinstall league of legends itself as I just do not feel like dealing with masteries and builds but if I have to do that I will do it in a heartbeat. I just want this fixed so please anybody with any advice please help!!!
