Cd in Azir

Hello, I was playing earlier with Azir, well I was spamming my E just for fun but then I realized, it said 11 secs of CD, and when I used it i had to wait 13 and sometimes 15 secs to use it again, instead of 11 I had to wait 13-15 secs, I guess that Cd is wrong.. Can you fix it? and gift me 4 rp to buy gravelord azir when it comes? i got 971 rp ;-; pls... Thanks!
