You are not eligible to create a lobby for this queue. & "an unknown directx error..."

I played one normal game before my ranked to warm up. I finished the game and i clicked on ranked solo/duo when this shows up ,,You are not eligible to create a lobby for this queue.". So i quit client and to log in again, but when i was in the same thing happened, so i quit and log in again to find a screen that says Reconnect. Like i am in game and i quit, but i didn't even create a lobby. I clicked on reconnect and it gave me black screen with message that i'm offline(which im not, cause my youtube is running) and a message that something is wrong with directX "an unknown directX error has occurred and league of legends cannot start. Please make sure your video card is using the latest video drivers from the manufacturer". I played games few hours ago and few min ago and everything was fine. I can not login into client cause it says reconnect over and over again. HELP PLS.
