"unlock 2 Tockens and 1 heimerdinger Permanent" doesn't work

Hi Guys, I've got Heim 5 lvl, 2 token for him or more with S game. So, I would like to unlock 6 lvl for my heim I can see 3 options "Unlock with 2 Tockens and 500 Blue Essence" "Unlock with 2 Tockens and 1 Heimerdinger Permanent" "Unlock with 2 Tockens and 1 Heimerdinger Shard"

I've got Heim, so think that the second option should work for me When I select it - button "unlock" is not active

I have blue essence (option 1) but haven't tried it

Could someone comment why option 2 doesn't work for me?

The "Permanent" is an item in your Hextech loot just like a shard. When you receive one of those and don't already own the champion it is automatically used up and added to your champion roster, but if you own every champion and reroll 3 shards it'll give you a Permanent that just sits in your inventory.

The Heimerdinger permanent does not refer to simply having him. A champion permanent refers to what you get when you re-roll 3 champion shards. It's pretty much just another version of a champion shard.

You have the shard for the permanent in your hex Loot, not actually own the champion. Very poor wording and explanation on how they describe it. I'd say go with blue essence, since you can buy a random champ shard for 1700 IP and disenchant what you get for more essence.
