Game stuck at 0Kbps Downloading

My connections starts out a 5-6MB/s and slowly tapers down to 0. I don't understand how this happens like how do I start downloading the game and eventually it just stops.

I've reinstalled, deleted lol.launcher folder, disconnected and reconnected my internet, disabled firewalls, allowed an exception for league of legends, disabled AVG. Still nothing
