[GAMEPLAY] Tahm's Devour (W) cannot be used on ally ADC (Jihn)

I have had a match recently with Tahm Kench where I was unable to use my Devour (W) on my ally Jihn ADC. I was able to use it on every other teammate and on the enemy as well when they had the 3 marks on them. I tried to disable/enable quick cast but neither of them were working. It was my first match where I experienced it.
