[Gameplay] 200% Armor Penetration! Can anyone please explain what this is to me?

I have also tried to check in game whether those numbers are a numerical error or they actually apply, and it seemed like I was indeed ignoring all armor and magic resist (I can't say for sure because I realized it just before the game ended and had little time to check).
