Morgana root not functioning fully?

I've seen a few strange things with Morgana's bind/root. I've seen people flash within the root, and just stay rooted, but flash to a new area, and also I saw a bard get stunned while his tunnel thing was going, and bard moved through the tunnel while rooted.
